The programme is very inclusive (there ar as to citizenship or age) and if you get selected, you will be awarded a grant to help you studies abroad. If you do get selected and you are not an EU resident, make sure th all the visa requirements before you go abroad. Simultaneously, you might pay extra for vi insurance etc., so make sure that you have sufficient funds to cover all of your expenses upon your return.
